Providence, RI – Tonight, Providence City Council Finance Committee voted to pursue action against an agreement that allowed 10 downtown buildings controlled by Arnold Buff Chace and affiliates to pay significantly lower property taxes to the city in the amount of approximately $42.5 million over 30 years.
After hearing a presentation in executive session from attorneys Max Wistow and Stephen Sheehan, the finance committee approved a resolution that would authorize legal counsel to make a claim by demand letter, motion practice, lawsuit, or any combination the attorneys deemed appropriate. Ten council members attended the presentation. To move forward with legal action, a majority of the city council must approve the measure at its next meeting on July 20.
In May, City Council President Rachel Miller announced hiring the Providence firm Wistow, Sheehan, and Loveley to review the merits of the 2021 consent judgment (Harrisburg Associates, LLC, et al. v. The City of Providence et al. PC-2020-04757). WSL was to provide legal options to the council and, if necessary, to initiate legal proceedings to defend the city and taxpayers from the impacts of the consent judgment. Background
A December 2022 report from Providence’s Internal Auditor identified several legal concerns regarding the settlement of Harrisburg Associates, LLC, et al. v. The City of Providence et al. PC-2020-04757 without approval before the city council. The auditor recommended hiring outside counsel to review the matter. Through a resolution in March, the city council authorized the president to engage outside attorneys.

Meetings on Public School Closures
Providence, RI – At tonight’s City Council meeting, councilors referred a resolution to the ordinance committee calling on the Rhode Island Department of Education and the Providence Public School District to release the minutes of all meetings discussing Providence Public School closures within 48 hours, including dates, agendas, and lists of attendees.
Self-Storage Facilities
Councilors passed for the first time a zoning ordinance amendment that would prohibit the future development of self-storage facilities in the city. The ordinance amendment was heard during a public hearing last week in the council chamber and passed by the ordinance committee. A second and final passage is needed by the full council.
Cape Verde Independence Day
Councilors approved a resolution commemorating Cape Verde Independence Day (July 5) and recognizing the significant contributions of the Cape Verde community to Providence’s Fox Point neighborhood and all of Rhode lsland.
Hugh T. Clements, Jr. Auditorium
The council passed a resolution naming the Public Safety Complex Auditorium the Colonel Hugh T. Clements, Jr. Auditorium, after the former police chief who recently retired after nearly 40 years of service. The auditorium is where roll call takes place, where supervisors take attendance, inspect officers, and brief the incoming shift on any pressing situations.
Sergeant Edmond F. Malloy, Jr. Firing Range
Councilors passed a resolution naming the Providence Police firing range after Sergeant Edmond F. Malloy, Jr. who died in 2019 following a courageous battle with cancer. “Malloy Strong” became a rallying cry to raise thousands of dollars to help cancer patients fight the insidious disease. Malloy served the city honorably for 30 decorated years. The firing range is located at 595 Plainfield Pike, in Scituate.
Fire Truck Donated to the Dominican Republic
A resolution was passed requesting the transfer of a 2007 INTL 400 ST white fire truck to the city of Santo Domingo, Norte Villamella, Dominican Republic. The city received a fire truck donation request from Santo Domingo. Providence is home to 25,000 Dominican Americans and the donation will help reinforce the relationship between the two cities.

Campo de tiro del sargento Edmond F. Malloy, Jr.
Los concejales aprobaron una resolución nombrando el campo de tiro de la Policía de Providence en honor al sargento Edmond F. Providence, RI – Council Pro Tempore Juan M. Pichardo (Ward 9) has decided to step down from the Finance Committee, effective immediately.
“I hold a deep respect for our institution and ultimately believe that, at this time, I can best assist the committee’s work in an advisory capacity,” said Pro Tempore Pichardo. “I am proud of the work we have accomplished as a committee this year and look forward to the work ahead on behalf of our constituents.”
Council President Miller added, “I have accepted Pro Tempore Pichardo’s resignation from the Finance Committee and thank him for his commitment these past six months, particularly for helping the council vet and pass the city’s FY ‘24 budget. There is more to accomplish, and Pro Tempore Pichardo is an integral part of the council team.”

Providence, RI – Councilors, on a vote of 8 to 5, approved a resolution authorizing Mayor Brett Smiley to enter into a new 25-year lease agreement between the city and Achievement First Rhode Island, a public charter school based at the former Charles N. Fortes Elementary School on Daboll Street. The terms of the new agreement provide Achievement First with an initial five-year lease with the option of four five-year extensions. The lease agreement contains several oversight measures and benchmarks for Achievement First to meet.
Terms of the lease include:
- Achievement First will pay the city $1 a year in rent
- Achievement First agrees to allocate a minimum of $2.5 million at the property for capital improvements, maintenance, and upkeep during the initial five-year term and each extension
- Achievement First will be required to conduct a needs assessment and improvement plan during each five-year period (submitted to the Council within one year of the start of each term)
- Achievement First to provide annual progress reports to the City Clerk on capital improvement work throughout the life of the lease

El Consejo aprueba un nuevo contrato de arrendamiento de 25 años para una escuela pública chárter
Providence, RI – Los concejales, en una votación de 8 a 5 aprobaron una resolución que autoriza al alcalde Brett Smiley a celebrar un nuevo contrato de arrendamiento de 25 años entre la ciudad y Achievement First Rhode Island, una escuela pública chárter con sede en la antigua escuela primaria Charles N. Fortes en Calle Daboll. Los términos del nuevo acuerdo brindan a Achievement First un arrendamiento inicial de cinco años con la opción de cuatro extensiones de cinco años. El contrato de arrendamiento contiene varias medidas de supervisión y puntos de referencia que debe cumplir Achievement First.
Los términos del contrato de arrendamiento incluyen:
- Achievement First pagará a la ciudad $1 al año en alquiler
