City Treasurer

Nominations are now open for the election of Part-Time City Treasurer, City of Providence, Rhode Island, in accordance with the Providence Home Rule Charter §602, as follows:

General Function:

The City Treasurer, who is chosen by election of and is under the purview of the Providence City Council, provides financial oversight, planning, and administrative duties as they relate to management of the City’s finances. A finalist will be invited to appear before the City Council Finance Committee prior to election. Election will be by a vote of the full Council, during a regular City Council meeting.

Essential Duties and Responsibilities:

  • Maintain official records for the City in the role of City Treasurer
  • Maintain custody of all investments and invested funds of the City government in a fiduciary capacity, and have the safekeeping of all bonds and notes of the City and the receipt and delivery of City bonds and notes for transfer, registration, or exchange
  • Administer City banking, investment, and debt policies
  • Supervise the preparation of bond ordinances, bonds, advertisements for sale of bonds, and delivery of bonds
  • Manage the City’s finances to provide for bonded debt service for general obligation bonds, revenue bonds, and local improvement bonds
  • Coordinate and supervise all City activities related to finance, accounting, budgeting, and related financial policy transactions
  • Administer City banking, investment, and debt policies
  • Perform complex accounting procedures to reconcile City accounts and financial records with outside state and federal agencies, banks and financial institutions, and regulatory agencies
  • Maintain a schedule of appropriations and allotments as approved by the City Council
  • Review the decisions of the Controller as to the sufficiencies of funds before approving payment, claims, demands, and/or charges
  • Maintain records accurately reflecting the financial condition of the City.
  • Administer payroll, retirement, medical, taxes, and maintains associated records
  • Perform other related duties as required

Knowledge of:

  • Methods, procedures, objectives, and standard practices of financial planning and management, accounting, and financial functions and practices
  • Applicable accepted accounting principles related to the creation and maintenance of municipal accounting and finance practices, methods, records, and documentation
  • Applicable federal and state laws and regulations pertaining to municipal finance operations
  • Principles and procedures of financial record keeping and reporting

Skills and Abilities to:

  • Prepare and maintain City financial records and documents to applicable standards
  • Prepare clear and concise reports
  • Analyze financial data, reconcile accounts, and prepare reports

Education, Experience, and Training:

  • Graduate of a college in good standing with a degree in accounting, finance, business, or a related field
  • At least five (5) years of training and experience in fiscal management or the equivalent training and experience

Preferred Qualifications:

  • Certified Public Accountant Preferred
  • Master’s Degree in Business or Finance Preferred
