Providence, RI – City Council President Rachel Miller announced the hiring of outside legal counsel Wistow, Sheehan, and Loveley to review the merits of a 2021 consent judgment that allowed the owner of 10 downtown buildings to pay significantly lower property taxes to the city in the amount of approximately $42,500,000 over 30 years.
A December 2022 report from Providence’s Internal Auditor identified several legal concerns regarding the settlement of a case without approval before the city council. The auditor recommended hiring outside counsel to review the matter. Through a resolution in March, the city council authorized the president to engage outside attorneys.
Wistow, Sheehan, and Loveley are now tasked with reviewing the merits of the case (Harrisburg Associates, LLC, et al. v. The City of Providence et al. PC-2020-04757), providing legal options to the council and, if necessary, to initiate legal proceedings to defend the city and taxpayers from the impacts of the consent judgment. Members Elected to Civilian Board to Oversee the Police
Five members of the public were recommended and elected by councilors to the Providence External Review Authority (PERA), a civilian board established in 2002 by a city ordinance that oversees the Providence Police Department. PERA is charged with investigating allegations of misconduct, making findings of fact, and making recommendations of potential disciplinary action to the police chief.
Ivan Montanez Montoya – a community school specialist with the Providence Public School Department, a student at Rhode Island College studying secondary education
Rebecca Bucci, Ph.D. – a lifelong Providence resident, a postdoctoral fellow at Harvard University in the Dept. of Sociology, educational background in criminology and criminal justice
Night Jean Muhingabo – Providence Public School Board member, a refugee from the Republic of Rwanda, a multi-lingual student at Rhode Island College studying Public Administration
Susan Derita – a previous board member, an original member of the PERA board (served as Chair of the Policy Committee), and a Providence native
Machiste Rankin – a previous board member, a retired Rhode Island Department of Corrections officer, and a Providence resident
$5.755 million in Community Development Block Grant (CDGB) funds
The Council passed an ordinance allocating $5.755 million in community development block grant funding. The federal funds will immediately impact Providence’s neighborhoods after a second passage next month. The funding helps support community centers and public service programs across the city. Public service grants will also assist folks with unemployment and homelessness, clothing, music education, and domestic violence resources. CDGB funds were thoroughly reviewed by the council’s Committee on Urban Redevelopment Renewal and Planning (URRP).
Retirement Board
Former City Treasurer and Senior Advisor to the City Council, James Lombardi, was elected by the council to the Retirement Board of the Employees’ Retirement System.
Appointments
The City Council received communications from Mayor Brett Smiley for the following appointments:
William Sherry appointed as the mayor’s designee on the City Plan Commission
Jeanne Pascone appointed as Acting Recorder of Deeds
Retired Police Officers and Pensions
Councilors approved the final passage of an ordinance amendment that would allow eligible retired police officers to be re-employed by the city to work construction details and special events for up to 150 working days or 300 half days within a calendar year without forfeiting any retirement benefits. Currently, other city retirees may be re-employed by the city for 75 working days or 150 half days without any change to their retirement benefits. Pension payments are suspended if those periods are exceeded.
Maryellen Goodwin Memorial Way
A resolution was introduced requesting the Department of Public Works establish a ceremonial sign along Orms Street as “Maryellen Goodwin Memorial Way” to honor the life, work, and legacy of the late state senator who recently passed away after a courageous battle with cancer. Goodwin represented District 1 in the Rhode Island Senate for nearly 40 years. The resolution was referred to the Committee on Urban Redevelopment, Renewal, and Planning.
Portugal Parkway
Councilors passed a resolution establishing a ceremonial designation along India Street as “Portugal Parkway,” honoring the city’s significant Portuguese heritage and contributions to the Fox Point neighborhood.

Se presentó una resolución solicitando al Departamento de Obras Públicas que establezca un letrero ceremonial a lo largo de Orms Street como “Maryellen Goodwin Memorial Way” para honrar la vida, el trabajo y el legado del difunto senador estatal que falleció recientemente después de una valiente batalla contra el cáncer. Goodwin representó al Distrito 1 en el Senado de Rhode Island durante casi 40 años. La resolución fue remitida al Comité de Reurbanización, Renovación y Planificación Urbana.
