Providence, RI — In a process that began in 2022, the Planning Department and City Plan Commission (CPC) have been working to update the Comprehensive Plan, the urban planning policy document that guides growth and development in the city. The Comp Plan will impact housing, economic development, environmental sustainability, and transportation over the next 10 years. At tonight’s meeting, Council received the latest draft of the Comp Plan which was referred to the Ordinance Committee as part of a multi-step review process that needs to be completed by January 2025.
“I look forward to working diligently with the members of the Ordinance Committee to review the Comp Plan and ensure it guides Providence on a path of positive growth and development over the next decade,” said Ordinance Committee Chair Pedro Espinal (Ward 10).

PVD Servicemember Honored with a Special Visit by Judge Caprio
Councilors honored Kelvin McLeod, a proud Providence native, who was recently promoted to Sergeant in the Army. As a young boy, Kelvin appeared before Judge Frank Caprio on the show “Caught in Providence” and shared a poignant moment and handshake with former Rhode Island Governor and veteran Bruce Sundlun. The event helped inspire McLeod to continue in his father’s footsteps and serve his country. Judge Caprio visited the Council chamber for a reunion.
Councilors Condemn SCOTUS Ruling Criminalizing Homelessness
A resolution was passed condemning the Supreme Court’s ruling issued on June 28, 2024 in the case of City of Grants Pass, Oregon v. Johnson which permits punitive measures for sleeping in public spaces. This decision is troubling given the growing homeless population in Providence and the city’s recent eviction of a homeless encampment. The City Council strongly opposes policy that criminalizes homelessness and is committed to compassionate and effective solutions for unhoused constituents.
“This SCOTUS ruling further endangers our unhoused constituents who need real meaningful support rather than risk of fines or even jail time,” said City Councilor Miguel Sanchez (Ward 6). “As local leaders, it is our responsibility to advocate for the wellbeing of all of our neighbors and I will continue to work with my colleagues to ensure we find empathetic solutions to support our most vulnerable communities in Providence.”
Tockwotton Heritage Place
For the past hundred years, Cape Verdean immigrants have established a vibrant community in the Fox Point neighborhood. To honor and celebrate their vast contributions to the development of our city, the City Council supports establishing the Tockwotton Fox Point Cape Verdean Heritage Place at India Point Park. This monument will serve as a lasting tribute to the laborers, factory workers, and community members whose rich history has enriched the fabric of Providence.
Mr. Lemon Receives Ceremonial Street Honor
The dedicated couple behind Mr. Lemon, Joseph and Eileen Rao, are being honored with a ceremonial street designation along Hawkins Street which will be known as “Mr. Lemon Place.” For 12 years, the Rao family owned and operated this beloved frozen lemonade business until Joseph passed away, and Eileen Rao continued running the business for 40 years. This street dedication marks the North End community’s appreciation for the care that Joseph and Eileen Rao showed their customers throughout their lives.
“The Rao family has created and maintained a thriving and popular business in Ward 4, especially when hot summer days require a cool Mr. Lemon treat. The Rao legacy will forever be cemented on Hawkins Street, honoring their persistent hard work and dedication to our neighborhood,” said Councilor Justin Roias (Ward 4).

Se aprobó una resolución condenando el fallo emitido el 28 de junio de 2024 en el caso de City of Grants Pass, Oregon v. Johnson que permite medidas punitivas por dormir en espacios públicos. Esta decisión es preocupante dado a la creciendo populación de personas sin hogar en Providence y el reciente desalojo de un campamento de personas sin hogar. El Concejo Municipal se opone firmemente a política que criminaliza a personas sin hogar y esta comprometido a soluciones compasivas y efectivas para los constituyentes sin hogar.
“Este fallo de la Corte Suprema de los Estados Unidos pone aun mas en peligro a nuestros constituyentes sin hogar quien necesitan apoyo verdaderamente significativo en vez de enfrentarse al riesgo de multas o hasta tiempo en prisión,” dijo el concejal Miguel Sanchez (Distrito 6). “Como lideres locales, es nuestra responsabilidad abogara por el bienestar de todos nuestros vecinos y seguiré trabajando con mis colegas para asegurar que encontramos soluciones empáticas para apoyar a las comunidades mas vulnerables en Providence.
Sitio Patrimonial Tockwotton
Durante los últimos cien años, inmigrantes de Cabo Verde han establecido una comunidad vibrante en el vecindario de Fox Point. Para honrar y celebrar sus amplias contribuciones al desarrollo de nuestra ciudad, el Concejo Municipal apoya el establecimiento del Sitio Patrimonial Cabo Verdiano Tockwotton Fox Point en India Point Park. Este monumento servirá como un tributo duradero a los trabajadores de fabrica, miembros de la comunidad, y otros cuya importante historia ha enriquecido el tejido de Providence.
Mr. Lemon Recibe Honor de Calle Ceremonial
